W2N includes a transparent planning allocation because water, electricity, transport, food distribution, and health-related services can all depend on fuel availability. The ethical purpose is to support the well-being and continuity of participant and community-facing activities, not to create a private benefit from scarcity.
Where W2N considers water, fuel, medical, or other community-support items, it will seek to direct support to people and approved partner activities. It will not represent a prospective transaction as settled or promise a fuel import. Any such action would require all applicable export, sanctions, carrier, recipient, payment, and local approvals before it could proceed.
Public reporting by United Nations bodies describes a severe Cuban economic and fuel-supply crisis shaped by multiple pressures, including a long-standing trade embargo, recent U.S. measures restricting oil shipments, extreme weather, and wider economic and infrastructure challenges. Those conditions can contribute to inflation and volatility, but W2N does not assign all price changes to a single cause.
